This depends on the configuration of the ERG you are trying to join. We have four options for how chapter assignments are handled.
Allow user to choose any number of Chapters
Require user to choose exactly one Chapter
Require user to choose at least one Chapter
Auto Assign Chapter based on user location
Depending on the configuration of that ERG you may have different experiences when trying to join a Chapter.
Channels do not have the same level of configuration and are thus always option to join.
